To enable Ukrainian customers can send and receive critical funds quickly, we’re temporarily waiving our fees. 2 Ukrainian and international customers can send funds to Ukrainian PayPal accounts or receive funds in Ukrainian PayPal accounts. Exchange rates and fees charged by a customer’s card issuer and bank may still apply.
Fees will be waived until December 31, 2023.

To sign up for an account, please follow these steps:
- Go to PayPal.com/ua/home from a mobile web browser or on desktop.
- Click ‘Sign Up’ in the top right-hand corner.
- Add mobile number and verify the number.
- Select “Ukraine” when asked the question “Where do you live?”
- Next, enter information including name, email, address, date of birth, and nationality, and provide an ID number and type (passport or national ID).
